Finishing a Basement in Westchester: Moisture, Permits and Quotes

Finishing a basement can add living space, but it also covers up walls and floors that may be hiding moisture. Most of the expensive surprises come from skipping a few questions up front. This checklist pulls together points from the cost and contractor guidance we reviewed.

Quick diagnosis checklist

  1. Deal with water first. RenoVetted's White Plains guide says moisture, drainage and ventilation should be compared in any basement finishing plan, and suggests asking about interior drainage, rigid foam against the foundation and a dehumidifier. If your basement takes water, talk to a waterproofing pro before a remodeler.
  2. Decide the scope. An open plan costs less than several bedrooms and bathrooms, according to HomeGuide. Decide how many rooms, whether you want a bathroom or kitchenette, and what finish level you want.
  3. Ask about ceiling height and egress. HomeGuide says basement ceilings must be at least 7 feet tall and that basement bedrooms and living spaces need an egress window or door. Ask your building department what applies to your home.
  4. Ask about permits. HomeGuide says a permit is required before work begins and typically costs $200 to $1,000, or 1% to 2% of project cost in some places. Your town or village building department sets the rules. The county advises not hiring a contractor who asks you to pull the permits yourself.
  5. Check the license. Westchester County requires home improvement contractors to be licensed. Search the company's legal name in the county list, check the expiry, and get the license number on the contract. Plumbing and electrical work may need separately licensed trades.
  6. Get comparable written quotes. RenoVetted advises not comparing prices until scope, materials, cleanup, permits and warranty are included the same way in each estimate. Get at least three.
  7. Know the payment rules. The county says contracts must be in writing and include the license number, start and completion dates and a description of the work, and advises being wary of contractors who ask for more than one-third of the total before work begins.

DIY or call a pro?

Some finishing work, like painting, is within homeowner reach. Framing, insulation against a foundation wall, electrical, plumbing and egress openings are better left to licensed professionals, and many require permits. This site is a directory, not a licensing authority, and a listing here is not an endorsement.

Frequently asked questions

Should I waterproof before I finish?

If your basement has ever taken water, yes. Finished walls and flooring can hide and trap moisture, and water damage on new work is expensive to redo.

How long does it take to finish a basement?

HomeGuide says 4 to 16 weeks, depending on the number of rooms, basement size and scope.

Does a finished basement add value?

HomeGuide cites a typical return on investment of about 70% to 75%, and RenoVetted cites 71% from the NAR 2025 Remodeling Impact Report. These are national figures.
